Mainstream Housing Choice Voucher Program for People with Disabilities (Section 8) Waiting List

MHR’s Mainstream HVP for People with Disabilities is a federally funded housing program that subsidizes decent, safe and sanitary housing for low-income singles and families with disabilities.  Applicants must meet all U.S. Department of Housing and Urban Development income and eligibility requirements.  

Proof of a disabling condition is required as the primary eligibility component. 

If you are chosen to be on the waiting list, proof of your disability and local preference (please see more below) will be required from the date of this pre-application.  

WHEN:  Pre-applications will be accepted ONLINE only for the MHR HCV Program Waiting List.  The open enrollment period will be from 9:00AM (CT) on May 21, 2024 and continuing until 4:00PM (CT) on May 23, 2024.  Applicants do not need to rush to apply as this waiting list is not a first come, first served basis.  All applications have an equal opportunity of being selected.

HOW: Pre-applications will be accepted online only at www.waitlistcheck.com/MN2854 . Submission of pre-application does not guarantee placement on the MHR Waiting List.  Only one pre-application per family will be accepted.  Duplicate applications will be rejected.  Paper applications will not be distributed or accepted.  If you are unable to complete an application online based on your disabling condition, and would like to submit a reasonable accommodation request to MHR in order to submit an application, please call 651-659-2942. 

WHERE:  Pre-applications can be submitted ONLINE with the use of a personal computer, laptop, smartphone or tablet.  There are numerous local libraries in Ramsey County, Hennepin County, Dakota County, St. Paul and Minneapolis that offer computer access to submit the pre-application.  Please check local websites for sites near you.  Pre-applications will not be accepted at MHR offices.

INFORMATION NEEDED:  Names, Social Security numbers, birthdates and income information for everyone in the household.  An email address OR phone number will be required.  If you do not have one, the application process will allow you to create an email address.  If you need assistance in another language, Google Translate will assist you during the application process.

Maximum Income Limits: (Income limits are current and subject to change)

  • 1 person - $43,500

  • 2 persons - $49,700

  • 3 persons - $55,900

  • 4 persons – $62,100

  • 5 persons – $67,100

  • 6 persons - $72,050

  • 7 persons - $77,050

  • 8 persons - $82,000

LOTTERY PROCESS:  The waiting list placement will be based on a computerized random selection (lottery process).  Once the wait list open enrollment ends, we will select 1000 of the pre-applications received to be placed on the waiting list.  Once the 1000 are selected, they will be reviewed to determine preliminary eligibility and preference will be applied to determine the final order.  Submission of a pre-application does not guarantee placement on the waiting list, eligibility, or an offer of a Housing Choice Voucher.

DISABILITY (required):  A person is considered to have a disability if the person has a physical, mental, or emotional impairment that:

Is expected to be of long-continued and indefinite duration, substantially impedes his or her ability to live independently, and is of such a nature that such ability could be improved by more suitable housing conditions. A person will also be considered to have a disability if he or she has a developmental disability, which is a severe, chronic disability that is attributable to a mental or physical impairment or combination of mental and physical impairments, is manifested before the person attains age 22, is likely to continue indefinitely, results in substantial functional limitations in three or more of the following areas of major life activity: self-care, receptive and expressive language, learning, mobility, self-direction, capacity for independent living, and economic self-sufficiency and reflects the person's need for a combination and sequence of special, interdisciplinary, or generic care, treatment, or other services that are of lifelong or extended duration and are individually planned and coordinated.  MHR will verify disability status by: 

  • Third party written statement from a qualified individual or other reliable source, such as a physician of qualified health professional.  This statement must document whether an applicant meets the definition of “person with disabilities”. 

  • Documents provided by an applicant such as evidence of receipt of SSI or Disability benefits.

NOTE:  Employment is not an indication of whether or not a person has a disability.

PREFERENCE: The Administrator will employ a local preference when selecting people from the Mainstream waiting list.  The Administrator utilizes a weighted preference system.  All applicants with the following local preference will receive assistance before any other applicant who is not so qualified.  An applicant qualifies for a local preference if they meet the following conditions:

Living or working in the PHA’s jurisdictions will receive one preference point. PHA jurisdiction is the following three counties in Minnesota:  Ramsey, Hennepin, Dakota.  If you are chosen to be on the waiting list, you will need to submit documented proof that you are living or working in Ramsey, Hennepin or Dakota County.  A P.O. Box will not suffice as proof of current residency in Minnesota.  Items that can prove current residency include:

  • Valid, unexpired Minnesota driver's license or instruction permit. (Current address must be listed).

  • Valid, unexpired Minnesota ID card. (Current address must be listed).

  • Home utility services bill issued no more than 3 months from date of renewal.

  • Bank Account Statement or Credit Card Statement with account numbers redacted including (not issued more than 3 months from date of renewal). 

  • Employment pay stub issued no more than 3 months before the application that lists the employer's name and address. 

  • Unexpired Minnesota professional license containing current Minnesota residential address.

  • Home utility services hook-up work order issued no more than 3 months before the application.

  • Minnesota unemployment insurance benefit statement issued no more than 3 months before the application.

  • Current policy or card for health, automobile, homeowner's or renter's insurance (with full address printed on card or document).

  • Minnesota property tax statement for the current or prior year or a proposed Minnesota property tax notice for the current year that shows the applicant's principal residential address both on the mailing portion and portion stating what the property is being taxed.

  • Minnesota vehicle certificate of title issued. 

  • Filed property deed or title for current resident.

  • Residential lease agreement for the applicant's principal residence issued no more than 12 months before the application.

  • Unexpired selective service card.

  • Military orders that are still in effect at the time of application.

  • Cellular phone bill issued no more than 3 months before the application. 

The selection of preferences and priorities established in this section will be administered in a manner that is consistent with HUD’s Fair Housing policy.  After you have successfully applied, you will receive a receipt with a confirmation number and instructions for checking your status online.  Online status will be available after June 14, 2024.
